BURSA METROPOLITAN MUNICIPALITY PUBLIC TRANSPORTATION VEHICLES TRAVEL CARDS APPLICATION REGULATION
CHAPTER ONE
Purpose, Scope, Basis, Definitions
Article 1 – Purpose: This regulation sets out the procedures and principles regarding the BursaKart to be used by passengers traveling in public transport vehicles operated, supervised and organized by Bursa Metropolitan Municipality and Burulaş.
Article 2 – Scope: This Regulation covers passengers who benefit from paid, discounted, subscription and free travel rights of public transportation services.
Article 3 – Basis: Bursa Metropolitan Municipality Transportation Coordination Center’s decision dated 12.12.2007 and numbered 252 is based on the Law No. 4736 on the Tariffs of Goods and Services Produced by Public Institutions and Organizations and Amendments to Certain Laws and its annexed Decrees and legal legislation regarding public transportation travel cards.
Article 4 – Definitions: In this regulation;
- BBB: Mayor of Bursa Metropolitan Municipality,
- BURULAŞ: The company authorized according to Article 26 of the Metropolitan Municipality Law No. 5216,
- UKOME: The Transportation Coordination Center,
- Public Transportation: Light Rail System Vehicles, Burulaş Buses, Private Public Buses, other public transportation vehicles to be included in the system later with the decision of UKOME,
- Card Fee: The cost of public transportation cards,
- Full Fare BursaKart: Prepaid BursaKart produced by BURULAŞ, which can be used in public transportation and specified in Article 5 – “A” in the regulation,
- Discounted BursaKart: BursaKart used by passengers who meet the criteria specified in Article 5 – “B” of the Regulation,
- Subscribtion BursaKart: BursaKart used by passengers who meet the criteria specified in Article 5 – “C” of the Regulation,
- BursaKart for Free: BursaKart used by passengers who meet the criteria specified in Article 5 – “D” of the Regulation,
- Imporer Use: Refers to the use of personalized discount, subscription or free travel cards by other than the cardholder.
- Visa Processing: It is the process of verifying the entitlement of personalized card holders and extending the card usage period at certain intervals. The periods in which visa procedures will be performed are determined by Burulaş. The service fees specified in the attached tariff for the visa process are collected by Burulaş.
CHAPTER TWO
Beneficiaries and Application Requirements
Article 5: Full, Discount, Subscription and Free cards;
Beneficiaries of Full Fare BursaKart and Application Conditions
Passengers who do not meet the criteria specified in Article 5 “B”, “C” and “D” sub-paragraphs shall obtain a card from BursaKart sales points by paying the card fee.
Beneficiaries of Discounted Travel Cards and Application Requirements
Student: Students in Formal Primary Education, Formal High School, Associate Degree and Bachelor’s Degree programs of Formal Universities within the scope of YÖK, students of Apprenticeship Schools in accordance with Article 11 of Law No. 3308, Vocational Training Center, Maturation Institute, Compensation Programs and students in Open Primary Education, Open High School, Open Education Faculty and Master’s and Doctorate programs of Universities within the scope of YÖK and foreign students studying in our city can use.
Student card is not defined for our passengers who have different discount card rights in the personalization panel (Teacher, + 60 years old) and retired citizens.
For primary and high school students studying in formal education institutions;
Required Documents:
- Querying the T.R. Identity Number from the data received electronically in accordance with the protocol signed with the Ministry of National Education
- Identity Card
- 1 photograph taken within the last 6 months
For students of Associate Degree and Undergraduate Programs of Formal Universities within the scope of YÖK and students of Apprenticeship Schools in accordance with Article 11 of Law No. 3308 and students of Vocational Education Center, Maturation Institute, Compensation Programs;
Required Documents:
- Student certificate showing that he/she is active in the last academic year
- Identity Card
- 1 photograph taken within the last 6 months
For Open Primary and Open High School Students;
Required Documents:
- Student certificate showing that the student is active in the last academic year “13th semester and above cannot benefit from this right“
- SGK registration and service breakdown
- Identity Card
- 1 photograph taken within the last 6 months
For Open Education Faculty students;
Required Documents:
- Student certificate showing that he/she is active in the last academic year
- SGK registration and service breakdown
- Identity Card
- 1 photograph taken within the last 6 months
For students in Master’s and Doctorate programs of universities within the scope of YÖK and foreign students studying in our city;
Required Documents:
- Student certificate showing that he/she is active in the last academic year
- SGK registration and service breakdown
- Identity Card
- 1 photograph taken within the last 6 months
Graduating Student: Students who take the university exam and prepare for the university exam of the following year, who cannot win that year, but who are not legally students, but who prepare for the university exam by going to the university exam, dershanes, courses of public institutions, can benefit from the students who have graduated for a maximum period of 1 year.

Teacher: Teachers working in formal education institutions in accordance with Law No. 657, contracted, paid teachers working in basic education institutions, and teachers and Master Teachers of official institutions,
Academic staff at universities and colleges (Professor, Associate Professor, Assistant Professor, Lecturer, Research Assistant, Instructor, Lecturer, Expert Translator and Education and Training Planner) can use this right.
“Master instructors of other institutions other than public institutions cannot benefit from this right”
For teachers working in formal education institutions according to Law No. 657;
Required Documents:

For Contracted, Paid Teachers;
Required Documents:
- Place of Duty Certificate received within the last 1 month from the institution where they work
- Faculty of Education Diploma or Formation Certificate

For instructors of official institutions and Master Teachers;
Required Documents:
- Place of Duty Certificate received within the last 1 month from the institution where they work
- Personnel Movement Approval or Master Instructor Certificate
- Identity Card
- 1 photograph taken within the last 6 months
For Academic Staff at Universities and Colleges;
Required Documents:
- Place of Duty Certificate received within the last 1 month from the institution where they work
- Identity Card
- 1 photograph taken within the last 6 months
60+ Age: Passengers over the age of 60 and over the age of 61 can use it.

Beneficiaries of Subscription Travel Cards and Application Requirements
Student Subscription: It is a type of card that can be used by passengers who are within the definition of Student in this regulation. Required Documents are specified in Article 5-B.
Graduated Subscription: It is a type of card that can be used by passengers who are within the definition of Graduated Student in this regulation. Required Documents are specified in Article 5-B. Required Documents are specified in Article 5-B.
Teacher Subscription: It is a type of card that can be used by passengers who are within the definition of Teacher in this regulation. Required Documents are specified in Article 5-B. Required Documents are specified in Article 5-B.
60+ Age Subscription: It is a type of card that can be used by passengers who are within the definition of 60+ Age in this regulation and can be loaded monthly. Required Documents are specified in Article 5-B. Required Documents are specified in Article 5-B.
Subscription Corporate: It is a type of card that can be used by passengers who are within the definition of 60+ Age in this regulation and can be loaded monthly. Required Documents are specified in Article 5-B.
For Official Institutions;
Required Documents:
- The application is made personally by the authorities of the institution
- Personnel list (TR. ID No, Name, Surname and Title)
- 1 photograph taken within the last 6 months
For Business Enterprises / Private Companies and SMEs;
Required Documents:
- Application is made personally by the managing authority
- Personnel list (TR. ID No, Name, Surname and Title)
- 1 photograph taken within the last 6 months
Subscription Full Fare: Full Fare BursaKart is a type of card that can be loaded monthly for all passengers who have the right to use it.
Required Documents:
- Identity Card
- 1 photograph taken within the last 6 months
Persons entitled to Free Travel and Application Requirements
65+ Age: This is the type of card that can only be used by Turkish citizens who have reached the age of 65 and have reached the age of 66, as defined by Law No. 6495.
Required Documents:
- Identity Card
- 1 photograph taken within the last 6 months
65+ Age (2022): According to Law No. 2022, it is the type of card that can be used only by Turkish citizens who are needy, weak and orphaned within the scope of the law on monthly pension for those who have reached the age of 65 and have reached the age of 66.
Required Documents:
- Approval letters from the relevant District Governorships or the receipt of the last needy pension received from PTT.
- Identity Card
- 1 photograph taken within the last 6 months
Disabled: It is the type of card that can only be used by Turkish Citizens within the scope of Law No. 4736, who are certified to be 40% or more disabled by a Full-fledged State Hospital.
Required Documents:
- Disabled Health Board Report or Identity Card issued by the Ministry of Family and Social Policies
- Identity Card

Disabled Accompanying Person: It is the type of card that only Turkish citizen passengers within the scope of Law No. 4736, who are certified by a full-fledged state hospital to have a severe disability of 50% and above, and whose age does not exceed 20 years and whose disability rate is between 20% and 40% and who continue their education and training in a rehabilitation center or special education practice school and who submit a report from a full-fledged state hospital that they cannot travel alone, can use with their companion.
For people with severe disabilities of 50% and above;
Required Documents:
- Disabled Health Board Report or Identity Card issued by the Ministry of Family and Social Policies

For disabled people who are no more than 20 years old and whose disability rate is between 20% and 40%;
Required Documents:
- Disabled Health Board Report or Identity Card issued by the Ministry of Family and Social Policies
- Last 1-month document issued by the rehabilitation center or special education practice school
- Identity Card
- 1 photograph taken within the last 6 months
Press officer: This type of card can be used by press passengers.
Required Documents:
- Current Press Card issued by the Communications Directorate of the Presidency of the Republic of Turkey
- Document or list approved by BBB Press, Publications and Public Relations Department
- Identity Card
- 1 photograph taken within the last 6 months
National Athlete: Within the scope of Law No. 5774, it is the type of card that can be used by passengers who have the title of “State Athlete” among the athletes who have achieved outstanding success at the international level and who are entitled to the Athlete Honor Pension.
Required Documents:
- Document or identity card issued by the Ministry of Family and Social Policies or SGK Institution
- Identity Card

Coast Guard: This is the type of card that can be used by officers, non-commissioned officers and special sergeants who are actually serving within the Coast Guard Command.
Required Documents:
- Certified document issued by Coast Guard Command
- Identity Card
- 1 photograph taken within the last 6 months
Honorary Auditor: This is the type of card that can be used by passengers who have received the Mukhtarship Mazbat in the last local elections.
Required Documents:
- BBB Muhktarship Administration approved certificate or list
- Identity Card
- 1 photograph taken within the last 6 months
Subsistence: It is the type of card specified in Article 48 of the Law No. 6245; It is the type of card that can be used by the collector, attendance officer, accountant, teller, purchasing officer, notification officer, postal or document distributor within the institution, follow-up officer, bailiff and the officers and servants who have received the necessary visas.
Required Documents:
- Personnel’s approved staff list and request letter

Police Services Class Personnel: Police officers who have earned the title of Watchman, Police Officer, Assistant Commissioner, Commissioner, Chief Commissioner, Police Inspector, Police Inspector, Police Superintendent, Police Chief, Chief of Police, who are permanent and actually working within the General Directorate of Security, Officers, Non-Commissioned Officers and Specialist Sergeants within the General Command of Gendarmerie General Command who are actually working within the borders of Bursa Metropolitan Municipality can travel with their current corporate identity cards.
Municipality Police: Municipal Police personnel travel with their current corporate ID cards.
CHAPTER THREE
Conditions of Issuance of Public Transport Travel Cards
Article 6 – Conditions of issue of public transport travel cards
A public transportation travel card with a picture, name, serial number, institution or reason for issuance is given to applicants who meet the application conditions, approved by Burulaş, with the collection of the public transportation travel card fees requested by the applicants.
CHAPTER FOUR
Conditions of Application of Public Transport Travel Cards
Article 7 – Conditions of application of public transport travel cards
Card Replacement
When you apply to Burulaş Travel Cards Offices for public transportation travel cards that are worn out for any reason, have a photo or name and surname deleted, or are out of use, the old card will be canceled and closed for use and a new card will be defined by collecting the card renewal fee. Control officers have the right to detain the card if they cannot identify the identity. The detained cards will be delivered to the Travel Cards Office after 1 business day and the new card will be delivered by collecting the card renewal fee when the application conditions are met.
Illegal Use of the Card
In public transport, those who travel with a discount, subscription or free of charge must show the card without the need to alert the controller or driver.
When the public transportation discount, subscription or free travel cards included in this regulation are used by third parties other than the cardholder, the said public transportation travel card is confiscated and taken by the driver or controller and delivered to Şehreküstü Burulaş Travel Cards Office within five business days at the latest together with the filled report.
In case any of the discount, subscription or free cards of the card users are confiscated as a result of irregular use, the personalized card user;
n the first attempt of irregular use, a new card is defined by collecting the fee equivalent to half of the amount of the Violation of Order Penalty specified in Article 32 of the Administrative Fines of the Misdemeanor Law No. 5326 of the relevant year.
When the second and subsequent trips are confiscated as a result of improper use, a new card is defined by collecting the fee equivalent to the full amount of the Violation of Order Penalty amount specified in Article 32 of the Administrative Fines of the Misdemeanor Law No. 5326 of the relevant year.
Visa Procedure
The period of use of discounted and free personalized travel cards used in Public Transport is one year from the date of application. For subscription cards, this period is thirty days. At the end of the period, provided that they meet the application conditions, they continue to use their cards by performing a visa process. Otherwise, they cannot benefit from discounted or free use rights.
Loss of Card
Personalized BursaKarts;
Holders of Personalized Travel Cards that are lost or stolen by the cardholder for any reason apply to Burulaş Travel Cards Offices. They fill out the Lost Card Notification Form and make a notification. Based on the information requested in the form, the card is taken out of use and a new card is issued to the user. In the event that irregular use is detected on the lost card before the application date, the card that the card user has just received is taken out of use and the provision of Illegal Use of the Card in Article 7- b) is applied.
Personalized cards found and delivered to Burulaş Travel Cards Office are kept for 3 months. Personalized cards that are not applied for by their owners are physically destroyed at the end of 3 months by keeping the current balance in the card. In the event that the cardholder requests a new card in the future, the lost card procedure is carried out. The existing balance in the old card is defined to the new card.
In lost Personalized Card renewal transactions; a new Personalized Card is issued to the passengers by collecting the loss fee and Personalized Card fee determined by Burulaş. Transactions are carried out by Burulaş Travel Cards Offices.
Full Fare BursaKarts lost by our passengers and found and delivered to BURULAŞ;
The delivered BursaKarts are kept at Şehreküstü Travel Cards Office for 3 months. BursaCards for which no lost application is made by the owners will be destroyed at the end of 3 months. The balances of BursaKarts that have been identified with HES are transferred free of charge to the BursaKart that passengers will bring if they apply to the Travel Cards Office.
This Regulation is jointly executed by the Department of Information Technologies and Burulaş on behalf of the Metropolitan Municipality.
CHAPTER FIVE
Printing of Public Transportation Travel Cards, Determination of Tariffs, General Provisions, Enactment and Execution
Article 8 – Printing of public transport travel cards, determination of tariffs, general provisions, enforcement and execution
a. Printing of Public Transportation Travel Cards and Determination of Tariffsi
The definitions and forms of public transportation travel cards are determined by Burulaş. In accordance with Law No. 5216 and the regulations in the implementing regulations, discounted tariffs are determined by the Ukome Board.
b. General Conditions
In accordance with the provisions of this regulation, those who want to forge and use the public transportation discount, subscription and free travel cards to be issued by Burulaş will be requested to apply the relevant articles of the Turkish Criminal Code by making the necessary application to the Public Prosecutor’s Office by the Metropolitan Municipality.
As of the publication date of this regulation, the authority to determine the validity period and enforcement of the discounted, subscription and free public transportation travel cards issued on the basis of the Metropolitan Municipality Council decision dated 02.04.2002, numbered 2001/156 Main and 62 Decision and Bursa Metropolitan Municipality Bus Operation Branch Directorate Discounted, subscription and Free Travel Card Application Regulation, which was previously published, belongs to the Metropolitan Municipality Council.
c. Enforcement
This regulation shall enter into force from the day following its approval and announcement by the Metropolitan Municipality Council.
d. Execution
This regulation is jointly executed by the Metropolitan Information Technologies Department and Burulaş on behalf of the Metropolitan Municipality.
